Hey y'all, I'm thinking about the 1.14.0 release!

I'd like to use the new ASF release tool. It'll take a bit more work the first time, but it should eventually make releases much easier
( ping @James Dailey, @Adam Saghy and anyone else with an opinion on release timing )
I believe we dont have a date for next one yet. Feel free to use the new tool, we can target february or march if needed

Last one was Oct 20 (and I started it a couple weeks before that)
Dec '25 - Jan '26 would be in line with our quarterly release goal

@Adam Saghy (and others) what do you think about trying to do this faster than usual? If we're more or less release-ready right now, I don't see the need for weeks of preparation. I already created and pushed the `release/1.14.0` branch. I can build/tag/rc anytime and get us to the vote asap.
Will you take a look at jira?

The two weeks in the process was essentially to help βcureβ any issues - to cherry pick changes. Itβs not at all required.

so close! Here's a shot of the ATR with a test draft release. The one error is because it can't figure out the license for `jquery-1.7.min.js`, but it should be skipping that file anyway. Sean will look into that error tomorrow.
The ATR is cool. It sure seems like we'll be able to use it (and if not we can fall back to the existing/legacy process).
ΓdΓ‘m, I think we can delete the `release/1.13.1` branch (and maybe the ones at https://github.com/apache/fineract/branches/stale too)
