Hi team, I'm Awaneet Mishra, a GSoC candidate. While researching the Security/PII Assessment project, I noticed `getResolvedClientId` in `ClientApiResource` incorrectly passes a `null` to the exception handler. I'd like to fix this to improve error reporting. Is this an okay 'good first issue' for me to submit a PR for before the March 16th window?

Is this in reference to a Fineract GSOC project and proposal? Either way, if the code is a straightforward fix, then yes, it might be. Good first tickets are relatively small and involve limited changes to only a few files. Fineract tickets are required for fineract changes.
